Meeting reviews District Disaster Management Plan
Daporijo, Dec 26: A Coordination Meeting to review the District Disaster Management Plan for Upper Subansiri district was held in the Office of the Deputy Commissioner in the presence of Heads of Departments on Dec 24th. The meeting considered the various types of disasters that can occur in the area and discussed ways and means for better preparedness and to minimize loss of life and property.
Calling the flash flood that occurred in the area on 22nd August 2014 an eye opener for the people of the place, the Deputy Commissioner stressed that all should be prepared for any kind of disaster to occur and so make necessary plans to deal with the consequences. The DC also advised all present to know their role and responsibility, as specified in the plan, and immediately swing into action during the time of need.

KAMBA, Dec 26: "Youths are the builder of the nation and sports will keep you fit and healthy", said Nyamar Karbak, chairman Arunachal Pradesh Building & Other Constructions Workers Welfare Board while inaugurating Winter Youth Sports Meet at Kambu under Kamba circle on Dec. 23.
He further informed that Congress government under the leadership of Nabam Tuki has given 10 percent job reservations to the meritorious sportspersons of the state. The state government has accorded sports as one of the priority sectors.

SC directive on college
ITANAGAR, Dec 26: The Supreme Court of India has stated that a representation for establishment of Model Degree College at Anini (Dibang Valley) may be made under central schemes. The Order while stipulating a date for representation further added that concern authorities will consider the application in accordance with law.
Meanwhile, Rezina Mihu, who is the petitioner as well as General Secretary of All Idu Mishmi Students Union has written to the Union Minister for Human Resource Development for establishment of a College at the earliest.
The petitioner stated that the state govt did not respect the central government's scheme for providing financial assistance to New Model College in Educationally Backward Districts and Arunachal Pradesh Colleges and Other Institutions of Higher Education (Establishment and Regulations) Act 2010. It said that instead of a Standing Committee as required, the state govt constituted a "Touring Committee "which visited various sites before deciding on Jemi Notko, near Roing. He called for review of the state govt's decision as well establishment of a Model College in Dibang Valley.
AYA demands inclusion of civilian terminal
ITANAGAR, Dec 26: Apatani Youth Association (AYA) has called for a civilian terminal at ALG Ziro within the donated area. It said that additional land will not be spared for the civilian terminal. It further said that ALG, if constructed for military purpose will have no use for the civilian population while pitching its demand for use by civilians as well.
It said that ALG, Ziro will help to cater the travels needs of Lower Subansiri and Kurung Kumey districts and will help promote tourism in the area.
The present master plan for ALG Ziro has no provision for civilian terminal, AYA said.

Zemithang Valley erupts in protest against project
TAWANG, Dec 26: The peaceful villagers of Zemithang valley protested against the snail pace progress of the 3MW hydro project over Sumbachu nala here on Wednesday.
Carrying placards and chanting "We want action, not promises" and "Deliver or Surrender", the infuriated citizens staged a demonstration and dharna outside the Kolkatta based Nortech power project limited (NPPPL), the executing agency of the power project.
Led by PRI leaders and Pangchin Dingro Youth Welfare Association members, villagers of the Pagchin Dingro which consists of Shocktsen, Lumpo, Kharman, Kelengteng, Muchut and Zemithang villages staged the protest asking the NPPPL authorities to stay loyal to the agreement and immediately supply of power through generators to the entire Zemithang circle.

The GM signed another agreement accepting the terms of the villagers to supply power to the entire Zemithang circle through generators until the completion of the project, in case the project remains uncompleted.

AALO, Dec 26: In yet another fire accident, nine houses were burnt down on Dec 25.

The fire brigade that rushed to the spot on intimation took time to extinguish the devastating fire it could not gain access to the area because of congestion. However no loss of life and serious casualty has so far been reported and the cause of fire is said to be from an electric short circuit.
Such incident of fire accidents have been rampant in the district where there are katcha houses and this despite repeated direction of the administration not to construct kutcha houses in the thickly populated colonies where Govt. quarters are located and fire safety awareness launched in various sectors, colonies and villages.
Meanwhile, in a gruesome fire incident at Roing, the house of former Literary Secretary IMCLS (Idu Mishmi Cultural and Literary Society), and BRCC Hunli block Hindu Meme, has been completely destroyed. The incident occurred at around 2:30 am this morning. The cause of the fire was reported to be the unmanned local fireplace. No casualties have been reported. The fire brigade managed to put out the fire, however, none of the properties could be saved. The family vehicle has also been damaged in the incident.
One of the neighbours informed that the Roing CRPF has donated tents for temporary shelter. Meanwhile help in cash and kind is being provided by the town's people.

Consumers sensitized on their rights on National Consumer Day
ITANAGAR, Dec 26: Department of Legal Metrology and Consumer Affairs celebrated the National Consumer Day 2014 by conducting mass consumer awareness and publicity campaigns in and around the Capital Complex at Naharlagun on Wednesday.
Besides displaying posters, banners and distribution of leaflets among public, the department organized mass publicity campaign on consumer rights, education, help and advice highlighting the salient features and provisions of Consumer Protection Acts and Rules, Legal Metrology Laws safeguarding the interest and rights of consumer through electronic and print media.
Group discussions and meeting involving students, women, Panchayat leaders and common public were also organized.
Further, the department has been organizing consumer awareness campaigns at all the district headquarters which have been able to draw huge public response.
At Deed, consumer related items like package commodities, weights and measures, LPG cylinder, posters, banners, booklets and pamphlets were displayed and distributed for consumer awareness.
Consumer related cases disposed off in the District Consumer Dispute Redressal Forum, Lower Subansiri were also informed to the gathering on the occasion.
In his keynote address, Debia Tana, Inspector LM&CA, Ziro briefed about the importance of observing National Consumer Day. He appealed to all traders to keep in mind that everyone is consumer in one way or other and build trust and confidence with each other. Later, he demonstrated how common consumer can be saved from unfair trade practices and protected them from it.
Highlighting the various provisions for consumers under the Consumer Protection Act 1986, he appealed to all the participants and common consumers in general to remain alert and aware of their rights.

Biometric Enrolment is under progress in Lower Dibang
ROING, Dec 26: The Second Phase of National Population Register (NPR), i.e., the Biometric Enrolment (BME) is under progress in Lower Dibang Valley District. The work started with the BME photography and enrolment of Shiv Kumar, IAS, Deputy Commissioner, Lower Dibang Valley District on December 18 last.
The BME for the residents of Roing Township and nearby hamlets is going on in the District Statistic Office, Roing. A Private Enterprise, M/s Nevearh Technology, Kolkata has been entrusted by the govt. to collect the biometric data by holding NPR Camps in various localities for Lower Dibang Valley and Dibang Valley Districts.
The First Phase of NPR i.e. collection of biographic details of all the Usual Residents of the Country was undertaken during the first phase of Census 2011 i.e., during the House listing and Housing Census Operation.

Such persons already enrolled with Aadhaar are required to bring their Aadhaar letter/enrolment slip to the NPR camps.
For persons not so far enrolled under Unique Identification Authority of India (UIDAI), Aadhaar will be generated through NPR. It is also proposed to issue Resident Identity (smart) Cards bearing the Aadhaar number under the NPR. Hence, Registration in NPR is a right as well as a duty of every resident of the country. DIPRO

The skyrocketing sump fares

Few years back when sumo service was introduced connecting all the districts with the capital, it was seen as a boon to the masses. Because fare was low and people could reach the particular place at a very short period. It almost replaced the state transport bus service. Gradually with the passes of time its fare increased. The one way sumo fare from Seppa to Itanagar started with very low price of 300 to 400 Rs, but today it has sky rocketing fare of 800 Rs just to cover the distance of 413 km.
If one inquires about the price rise, those sumo wala and so called sumo union will
give a lame excuses of bad road, hike in petrol-
It’s very unfortunate that no one is there to complain.
common man are being lured by the high speeding sumo which will take only 6 to 8 hours to reach the destination of only 413 km.
My concern and question is if they say that if price rise of fuel is the reason for fare rise then why they don’t decrease the sumo fare when fuel price has gone down very low. What is the reason behind the stagnation of sumo fare? And as always, no one bothers, because those jewel thieves will have their own Mahindra and Toyota vehicles.

It appears that IFCSAP's stand has been misconstrued by Arunanachal Christian Forum (ACF) as per the news item published under the title "ACF reacts to IFCSAP's stand" on 20/12/2014.
To my understanding, IFCSAP only meant that no person or community should be given double benefit(s) as all APST members are already enjoying various concessions/privileges under S/T rules.
If I m not mistaken, IFCSAP further opined that, those converts (only) who desire
to avail the facilities meant for the minorities should be allowed to simply change
their status by surrendering their S/T certificates and get issued a document certifying
them as members of minority community in order to facilitate them enjoy the benefits
of minority schemes. They did not specify any categories of converts. It could be
any other converts to any faith(s). I think IFCSAP has shown maturity by not suggesting
for recovery of all the concessions availed in the name of scheduled tribes. After
all, we all had the same faith before their conversion and our ancestral fore-
But let me again remind about a line from a popular leader of yesteryears like Ram Manohar Lohia, that " Politics is a short term religion and religion is a long term politics". Let’s ponder over it as to what made him speak or think so.
However, during the Indigenous Faith Day Celebration at Nyikum Nyia Ground on first of December, 2014, the then Chief Guest, Speaker, Arunachal Legislative Assembly, too advocated and appealed the gathering not to oppose the minority based scheme i.e MsDP. I don't know whether a constitutional post holder of his stature can or can't campaign for or against any policy decisions of government publicly. But I think any programme need not be implemented without clarity as there exist too many confusions pertaining to this particular programme. Even who were the target group(s) was not clear and whether it was a scheme for community or was for individuals too was unclear. And recently, talking to the visiting team of NCST from centre, our Chief Minister has correctly reiterated that, "Arunachal is a cent percent Tribal State" .
With this, I suppose the matter should be clear to all. It’s better to let our state remain a cent percent tribal state for all times to come and keep saying ,"Jai Arunachal and Bharat Mata ki Jai".

Jurassic Postal services in Arunachal Pradesh
Dear Editor,
Coming so far from the day fire was invented, wheel followed by and we Indians with our identity intact as 'the' Bullock cart nation and more prominent and particularly as ‘Snake Charmers’, shedding and shoving it away now, I sit in my office at Pasighat and write to you with a purpose on the internet. I as any ‘Orunasli’ citizen is annoyed and mystified at the kind of service the Postal Department is providing to the people of the state and that’s why I thought to ventilate on the subject and offer some suggestions to the Director, Postal Service, Arunachal Pradesh. I write this letter to enlighten the Director, Postal Service, Arunachal Pradesh for going the reverse way towards the Jurassic era in this cyber age, where time is said to be counted and equated with money. That, in this age of supersonic communication modes, wherein the global economy is driven and dependent upon communication services only, we in the state of Arunachal Pradesh are faster than slowly, going back rather pushed back to the Jurassic era in the field and service of the Postal Services and this has made every thinking man in the state rather the whole world to muse and speculate their brains out.
The fact is that if anyone sends any letter through the Indian Postal Service from Chennai to Yingkiong, Tuting, Daporijo, Tawang or Palin, the letter reaches the bound place within Ten days. Conversely if a letter from Pasighat is sent to Yingkiong, which is only 180 kilometers on road distance, it takes exactly 47 days to reach Yingkiong. And if the letter is sent for Tuting from Pasighat, it takes exactly 78 days to reach Tuting (all these are the fastest delivered dates on record).
Now, where does the problem lie? While a letter from Chennai reaches Yingkiong within Ten days and a letter from Pasighat takes 47 days to reach Yingkiong and if one does not take note of this interesting phenomenon then I undoubtedly believe that he/she is not a normal thinking man. And as a normal thinking man, till the exhaustion of all my power to think on the issue, I ponder upon this lackadaisical attitude of the Postal service in our state for the last many months and after exhausting all the means and ways to facilitate the Department of Postal Service to work for a faster delivery of services, I have come up with this righteous, splendid and gracious suggestion to aid the Director Postal Service, Itanagar on behalf and for the welfare of the people of the state.
And my noble and humble suggestion is that, it would be in the fittest of all things, if the letters from Pasighat bound for Yingkiong and Tuting area are dispatched through someone ‘on foot’. Because, it only takes FIVE days as the maximum number of days to reach Yingkiong from Pasighat on foot and EIGHT days to Tuting, While the present mode of letters transported through Motor vehicles take two months time to reach Yingkiong from Pasighat.
By this dignified venture, the letters will be delivered at least in a record time of 5 days and will cut the costs of the department as well as people will be relieved and given a speedier service.
And to further be of assistance, I take this privilege to inform the Director Postal
Service, A.P that hundreds of people are ready for the job if the benevolent, magnanimous,
esteemed and munificent Director of Postal Services, Arunachal Pradesh wills to provide
better and faster postal service by appointing the ‘Dakiyas on foot’ on a regular
basis which in fact, will provide employment, reduce climate change and be a model
for the entire world to emulate as the “Eco-
And I bet, no one can deduce a better and faster service than this but, with all my humbleness, I DARE YOU, Director, to come up with any better idea than researched and deduced by me.
Until then, we are at best in the Jurassic age in the field of Postal service till the letters are transported through Motor vehicles.

Bumpy free ride in charismatic hilly terrain
Dear Editor,
It has been decades but I see that the progress of Arunachal is going in a negative trend. The tourism sector is said to be the one of the most environment friendly industry of the state but the condition out in the state is unwelcoming. I think that whoever in Arunachal is behind the making, repairing of the roads are of the thought that the tourist come in Arunachal for trekking so what’s the need of smooth ride, let’s give them a trail run for trekking. So the roads of the state have potholes, ditches and trenches to imitate the condition meant for trekking. So it’s my earnest request to all the concerned authority responsible to look and check the road status of the state so that more tourist and fellow Arunachalis arrives in Arunachal and have a bumpy free ride in this beautiful, charismatic hilly terrain.
